The Community Development Finance Association (CDFA)is the voice for providers of fair and affordable finance in the UK. We represent and support around 60 Community Development Finance Institutions (CDFIs), which provide loans and support to help people and businesses to create prosperity in their communities. CDFIs are organisations that lend money to individuals, businesses, social enterprises and charities that find it difficult to borrow money from banks and building societies.

HBV Enterprise
Description The HBV Enterprise Loan provides financial assistance to early stage or established businesses, or social enterprises within London. Loans are available of between £3,000 and £25,000 over a negotiable repayment period of between one and five years. Interest is charged at 12% fixed for the duration of the loan. An administration fee of 2% of the loan approved (minimum £100) is deducted. Loan repayments are generally expected to commence one month after funds have been drawn down, although repayment holidays of up to six months may be negotiated.

Isle of Wight Lottery
Description The Isle of Wight Lottery was set up specifically to assist entrepreneurs who have had difficulty accessing finance through traditional methods. The Lottery generates a Loan Fund which is available for island entrepreneurs to borrow interest free to either start or expand their business. 3.  Social Enterprise  Specific Loan Fund

 Does your social enterprise meet our criteria?

To be eligible for a loan from us your enterprise must be a social enterprise with a charitable purpose.

What is a social enterprise?
Social enterprises have a primary purpose to pursue a social or environmental goal (as opposed to being purely or mainly profit driven).

In addition, they principally reinvest any profit or surplus that is made in the organisation or community to further the social or environmental goal.

What is a charitable purpose?

We are especially interested in receiving applications from organisations active in the

  • prevention or relief of poverty
  • advancement of education
  • advancement of health or the saving of lives
  • advancement of citizenship or community development
  • advancement of the arts, culture, heritage or science

  • relief of those in need, by reason of youth, age, ill health, disability, financial hardship or other disadvantage.

Loans for working capital

A social enterprise may require additional working capital in three main situations .

  • When it has to hold a high level of stock
  • When it has to pay its bills before customers settle their invoices
  • When there is a large retention on a grant or contract that is only paid well in the future.

Most loans for this purpose are for less than £50,000 but we would consider a higher amount.

  • Loans available for up to 90% of the working capital required
  • Repayable over fairly short term – usually three years or less
  • We will often ask for security in the form of a debenture over the assets of the company
  • Usually no fees for taking that security
  • Interest rate typically 7.0% to 10.0% + base rate

Loans to finance property purchase / improvements

5.  Cooperative and Community Finance- Lender For Social Purpose

The  welcome loan applications from people who are just about to start a new co-operative, community business or social enterprise.

6. Loan and Equity Fund

The funds focus on particular groups of developers, such as small housebuilders, specific housing products such as market rent or types of sites, including strategic sites.

The Regional Growth Fund (RGF) is run by the Department for Business, Innovation and Skills and aims to stimulate private sector-led growth through housing and commercial developments. Decisions on bids are made by a ministerial panel headed by the Deputy Prime Minister, with advice from an independent panel chaired by Lord Heseltine. The minimum threshold for a bid is £1m. The initial budget of £2.6bn has been allocated but there will be two further tranches in 2015-16 and 2016-17.

The Local Infrastructure Fund is run by the HCA and provides commercial loans or equity finance for infrastructure work on Enterprise Zone sites or developments of more than 1,500 homes. Four projects have been allocated funding with 32 shortlisted. £102m is available for 2015-16.

The Growing Places Fund provides loans or equity finance for infrastructure and site preparation. Money is allocated to Local Enterprise Partnerships (LEPs) who decide which projects are funded. By January 2013 projects had seen a total investment of £2.27bn (£863m from the fund and public sector sources and the remainder from the private sector). Some funding is still available through local LEPs.

Get Britain Building provides loans or equity finance to kickstart stalled sites and in particular to aid smaller developers struggling to access private finance – some housing associations may find it useful. £470m has been allocated and 10,500 units are under construction. £100m is left to allocate in round 2 of the scheme. It is administered by the HCA.

Build to Rent Fund provides risk or bridging finance for up to 50% of a project’s costs. Once complete, the developer either leases or sells the development and the Government recoups its investment. Some housing associations are likely to find this funding stream useful, as it provides the critical bridging finance for market rent properties. Seven housing associations have taken advantage of this funding opportunity. It is administered by the HCA. £300m is left to allocate in round 2 and £300m in 2015-16.

Custom Build Fund provides short-term finance for custom build projects, including land acquisition or construction costs. Funding is available through this stream, which may be of use to housing associations working with self-builders and local communities.

The Government’s two-year Affordable Rent to Buy Scheme will run from 2015, with £400m in equity loans to finance affordable homes to rent. These can be sold after a certain period of time when the Government will recoup its investment. The Government has committed to working with the housing sector to design the scheme as part of its plan to deliver 165,000 affordable homes by 2018.

The National Empty Homes Loan Fund is run by the Empty Homes Agency and provides 300 five-year, low interest loans of £10,000 each. It is for property owners not eligible for support under Government-funded programmes. It finances works to bring a property up to decent homes standard. Housing associations may be able to work with individuals to access this funding and turn empty properties into homes.

RGF programmes are schemes run by national or local organisations that have been awarded RGF cash to offer grants and/or loans to eligible businesses.

RGF programmes have made over £1 billion available to businesses. Over 3,500 eligible businesses have received cash from the fund through RGF programmes.

Eligibility

To be eligible businesses must:

  • be based in England
  • want to strengthen or grow their business
  • create or protect jobs
  • be investing private capital
  • be unable to find funding elsewhere for the application
  • be state aid compliant

Please note each Regional Growth Fund programme will have specific criteria for applications. You will need to check this when you apply.
